I was thinking of scanning my PS1 cover and instruction manual doing some editing and creating a DVD cover.  This would cause some weird stretching though.  What is the best way to handle this?

your best bet for the back is to either rearrange the text and screen shots to fit the longer box, or but a border over around the original back art to make up for the empty space, for the front its probably easiest to just find different artwork

Almost all of the DVD covers you see were created from scratch, the with original fronts/backs used mainly as reference, with actual art lifted from them sparingly if at all.

The approach you're taking is not at all what we do on the site.

Yeah, it all has to be created from scratch - there is no stretching or anything involved. If you can find the source images used, then that's great. If all you have to work with is the original cover, that'll be touch. Impossible in some cases.

If it helps, I am planning to make a Darkstalkers 3 cover very soon. It'll be pure custom though.

Edit: And I just posted it. http://www.thecoverproject.net/forums/index.php?topic=1058.msg29850#msg29850

It does look alot more professional.  I was just was wanting to do some quick converts so that I can get my jewel cases off the shelf and I can put PS1 and PS2 collection together.

Where do you get artwork from?

in a lot of cases(snicker) you can just do a google image search of the game title for large images

The art that I used came from various artbooks. Darkstalkers Tribute for the front image and Capcom Design Works for the back image.

I've also got a few obscure games that I need to case...games like Future Cop LAPD, Ball Breakers, Robo Pit 2 and a few others that I'm just not going to find art for online. In this case, I have two choices - find unrelated images that look like they could fit, or just edit whatever source images I have to make them usable.
