Here's a pretty good article on it (and an interesting website overall):

Does your version have these, and other fixes to make the game more complete? Personally, I wouldn't want a cartridge of an unfinished version, other than for curiosity reasons.:

Quote from: gamehistory.org/simcity/

There’s actually a whole lot more to dig into in the game’s code. Friend of the foundation and NES expert CaH4e3 (pronounced “Sanchez”) has spent several months doing a complete, commented disassembly of the game, along with extensive documentation of cut features, oddities, and other findings from his extensive archaeological dig. He even fixed bugs and started implementing cut features, including the lost boats.

Can't be ready version as it doesn't exsist yet.
But updating the cart is most likely as easy as chancing one chip.

I actually did the box about 6 months ago in preparation :P

At some point soon, It’ll have a manual as well ;)

It would require swapping 2, but it’s entirely doable, not that I like desoldering these old MMC5 boards over and over again.  NES PCBs have tiny vias and way thin traces :(

Apparently Muramasa and Infinite NES Lives are working on boards to support MMC5, so hopefully those come out sooner than later.

I thankfully am not a Sim City fan by any means, so fortunately I don't need to worry about buying myself an expensive donor to make myself one of these. Because if I was, I probably would! :P

My trick with MMC5 is to buy Japanese donors and low profile adapters.  I’ve got well over 100 various Famicom MMC5 donors :P
