If you want to try and make them by yourself, you can try to use Gimp. The .psd template is working fine with this software and it is not as "newbie unfriendly" as photoshop.
While learning how to use the software, don't expect to do your first conversion in less than 5 or 6 hours, or maybe more. (Or maybe I was slow learning...
)
But cover making is really enjoyable. (or so I think)
