After printing about 200 covers, I have now realized they are too small to fit the UGCs.  I am using Paint.  I have tried selecting paper size letter and legal, but they both come out too small or too big.  I have wasted so much ink now.  Does anyone have any suggestions?  Yes, I checked the size dimensions and they are correct...  What can I do?

It may depend on your printer, but when I print the covers for UGC I just use Windows Photo Viewer (I have Win7), then uncheck the 'Fit Picture to Frame' box and everything comes out perfect.

Be sure if your printer supports Borderless Printing for "8.5 x 11" paper that you select this option.  Otherwise you'll probably see clipping of the image if you enable the "print at actual size" option.  Unfortunately, if your printer's software doesn't support this option then you're just about S.O.L.  I went out & bought a new printer b/c my old one didn't support it.

I did!  And I thought the size was the best it could be...  Then I saw other members posting pics of their collection and realized mine don't measure up...  everything is too short.

Well if the difference is not too big, or even if it is, you won't notice it after you have placed them in UGCs and have them on shelf.
