If I were to exchange / sell stuff for most of the members I would require they pay or send their stuff first. The are some members I might consider taking my chances either by sending at the same time or very rare occasions send/pay first.
So I would say that less trusted ones (especially newbies) should send their stuff/pay first to the counterpart.
