Actually, the cover changes to NTSC at the press of a button, including changing the ratings logo (and for the Euro/Au/NZ version additing crosses to the age limits instead of ticks). So it's good for everybody.
With regard to another template out there, I think theres room for three templates, a light grey/white PSOne template, a PS1 template that looks like PS2, and a template like this that takes after the original design. Any more than three and it becomes overwelming for any platform. I have created a PSOne template about two years ago when I converted all of my jewel case games to DVD cases for "That Look" (I was also annoyed that some spines were black and some were grey [gray for Websters Dictionary proponents], and even more annoyey when Sony changed the thickness of the otherwise standard cases to a CD size).
Each template should also be open source. For example, the DC template from Kracker is a cracker (pardon the pun), and includes a heap of developer logos. But only last week, I had to create a cover from a little known company so added ther logo to the template. The templates would need a moderator of course so that the changes are additions and not design changes, so all previous covers created by the templates are compatible with the modified template (when lined up on the shelves).
Also, if one has an original cover, they should post both the original and their custom work, so that if say someone prefers the case sugested by Cyrix, they can use that template from the original covers to make their prefered case (and of course upload to this site), so their collection is consistent. This would mean that RAW covers shouldn't be treated as temporary files and would need to be retained, so I am not sure how realistic this would be.
