As per the shirt colour, the old version of the cover has him wearing a yellow shirt, those copies are from the original print run that drag00n did.  The updated cover with the blue shirt and new ESRB logo is for the public release of the rom.  This way they can be distinguished :p

This never came out in North America and apparently it's a very well liked game... TBH I don't really get it, but no biggie, enjoy the localization.
