Assuming from the pictures I guess you want to upload them as raw scans so others can create a cover off of them. If so then look to the top left corner, where it says links, and upload a cover. Just fill in the form and be sure to check the box "this is a raw scan". When you wanted to know which console you should say these scans are for then upload Famicom scans under NES and Super Famicom scans under SNES. We go by the U.S names here.
And be sure that these scans are done at AT LEAST 300dpi (600 is preferred but no must) with the descreen/derasterize option in your scanning software activated to get rid of the moire effect.

Can't help you with the first scan, maybe give us a bigger picture and tell us who developed th egame to get m ore info.
