So could this be pulled off using something like Dupli-Color adhesion promoter and one of their automotive paints in rattle cans? I'd assume that would HAVE to be durable enough since it's used on cars. It'd be nice since the whole solution would be cheap too...

Dupli-Color's adhesion promoter is sorta weaksauce. If you want a decent rattlecan adhesion promoter, then I suggest Bulldog.

This is what I'd use for a rattlecan topcoat.

Pretty much any base coat will get the job done as long as you properly prep and add a durable topcoat.
