I'm guessing that's the PAL version of Super C? Why was Super C renamed I wonder? was the "C" enough to justify worrying about referencing the Iran–Contra affair?
I'm not 100% sure but I'd say: Blame Germans, as if I remember correct they had law rthat you could not make games where you shoot people, thus the contra games where turned into Probotector games with robots instead of people.

In Europe and Oceania, the NES version of Contra was retitled Probotector, where the original main characters, as well as some of the enemy characters, were replaced with robotic counterparts.[6] This was done to circumvent the BPjM's censorship laws in Germany, which prohibits the sales of violent video games to minors. Subsequent Contra games for the NES, Game Boy, Super NES, and Mega Drive followed suit, which were all released in the PAL region under the Probotector title as well and featured similar modifications.
