Cheapest I know is 10 US SNES carts (excluding few special carts) for US$300 including international shipping.
He might be able to PAL as well if he gets PAL donors, not sure though.

It needed an update, but I didn't want to make the corrections due to a dickhead in Mexico selling reproduction boxes (https://www.facebook.com/alex.bleu.7737 & https://www.facebook.com/retrogameboxes)

Your Breath of Fire 2 Retranslation cover is completely awesome. Your other snes and nes covers are great as well.
