It's a random number put there by the cover maker (as there is no real US barcode).
Real Japanese barcode has 13 digit (plus there might be a letter in the beginning) in either 13 digit in row or 7+6 digit separated by space.

Apparently Live A Live has no barcode. Maybe it was a sticker on the plastic wrapping?
