I have to say though that on conversions I'm extra strict especially when they come from people who could improve those covers if they invested some more time.

Hi,
not to question your authority or something, but the source he probably used for those covers where from accepted horizontal covers on the site. dont get me wrong i cant say anything about it since i neither saw them in hi-res, nor do i exactly know what your lowest level of acceptance is.
anyhow, i think you guys should tell the people that create the covers when they wont be accepted and why, to decrease confusion.
Greets,

EDIT: improvement is kind of difficult when you're, you know, not made aware what the problem areas are
couldnt have said it better myself ;)

My scans here (least the vertical): http://www.mediafire.com/?9wzpgaphidmdswx
I can rescan them if needed.

Tiktektak has said before on multiple occasions that he doesn't think this is actually worth doing, for whatever reason.

It's not that "it's not worth doing", it's more that it takes long enough already for the guys to QC the covers and get them on the site, to add in contacting each member about what's wrong with a submission would take forever.
I think that maybe a temporary repository on the server for covers that didn't make it might be a good idea - so if it doesn't make it, you'll find the cover dumped in there for say a month - You can then go back and check all the usual stuff (UPC, legible text, scan quality, etc, etc) and if you can't find anything wrong but want to know why it didn't make it you can post a link and the rest of the contributors can critique it. Only needs to be a directory in the raws folder - anyone think this is a good plan?

Well on some covers it's so obious it not worth doing, but if those are talented members wich make some decent covers then maybe it's best to tell them what they need to improve so they get better at what they are doing.
EDIT: read your post sheep, and i think that would be great for all cover creators
