I can scan some covers at 600 DPI but do not have Photoshop to add all the filters ETC.

Should I still upload some?

600dpi is fine. Just make sure to check the "this is a raw scan" box.

Is 600 dpi the lowest I should go or would 200 work OK?

600 dpi is a sugesstion for raw scans as it makes editing them easier, however, when posted the covers on this site are 300 dpi.
If you want to scan them at 300 dpi, that is fine.

^Pant.net is a pretty good free photo editing program with a bunch of the features Photoshop has.
