That way everyone can upload covers for the variety of hacks and homebrews without cluttering the handheld's respective sections?

Thank you for letting me know. I took a look at your covers and they won't pass. The quality is low. We have strict quality standards. Sorry, I can't make tabs for Pokémon ROM hacks. Covers for ROM hacks are not allowed on the main site. Only official retail or custom versions of official retail covers are allowed.

As part of our sites goal is art preservation we host only supreme quality covers on the site itself.

You are more than welcome to upload to Mediafire, Box or other site that does not screw the metadata of the covers, and then post links to the boards.
This will additionally lead to members nitpicking even the minor flaws which hopefully leads to corrections and eventual acceptance of the covers.

Lol sorry, that wasn't the intention at all. I just figured if they were decent enough to sell, they'd be usable enough on the site, especially given some of the lower quality stuff (Vandal Hearts 2 for example) that's currently on the website as is. I by no means intended to tell them how to run or manage their website. In the meantime, I'll do what I can to improve them and resubmit.
