It's been our pleasure! Regarding your question, that depends on what printer you have. Are you using an inkjet printer or a laser printer?

If you're using an inkjet printer, you will want to use paper that is made for an inkjet. Another good paper people recommend here for inkjet printers is Red River Paper 50lb Premium Matte Double-sided paper. You can buy this paper at redriverpaper.com.

If you're using a laser printer, you will want to use paper that is made for laser. One good paper for laser printers is GrayTex Soft Gloss 40lb Legal Size Paper. You can buy this paper at graytex.com.

Don't use paper made for inkjet printers in a laser printer. Don't use paper made for laser printers in an inkjet printer either. Different papers are made for certain printers for a reason. Inkjet printers spray ink onto the paper. Laser printers use toner. When a laser printer starts to print, the toner gets heated up and melts onto the paper. 20lb paper can be used in both inkjet and laser printers because that paper has no coating or gloss.

I haven't found any good alternatives on Amazon. I'm afraid your best bet is to buy from one of those websites I mentioned. Matte and semi-gloss paper is hard to find in legal size. Every brick and mortar computer store I have visited doesn't sell matte or semi-gloss paper in legal size. You have to order it online.

So I got the 50 lb. Red River paper, 2 normal color carts, 1 black XL cart. I followed the instructions that came with the paper, said for HP to set it to Photo Paper. Three 32X covers later, my color ink is gone from the first cart! Is this normal??

No.. 15-20 should be norm.
Maybe if they were free carts that came with printer, which never are full.
Is the ink really out or is printer just saying that?

Might be.
Try printing  something with normal paper setting and see if the quality stays good or will it get washed out or stripey.
