Work issued laptops tend to be overly restricted (limitations on apps you're allowed to download, sites you can access) and underpowered. It's easier for her to get the equipment herself to do the work she needs to do.

If they buy a laptop that can not meet the needs of the employee, then that IT department sucks and should be gutted.

I would benchmark the CPU before really doing anything honestly.

If you can find something with a higher score for cheaper, I would say that's your best bet.  I would also invest in a warranty for it, as my Alienware has already kicked the bucket over 3 times from power consumption issues.
