I just found this website and I had some pretty good luck. I ordered a large order of used games and a few didn't come with covers. This site had most of them but I still need four more.
The games are
World of Final Fantasy Maxima - Xbox One Raw or Custom NTSC
Town of Light - Xbox One Raw or Custom NTSC
Red Faction - Xbox One Raw or Custom NTSC
The Council - Xbox One Raw or Custom NTSC
