Socom 3 cover you will see that it looks very scratched.
Change some things in the settings of your scanner and you can improve that.

I have based on an Epson scanner although I suppose it shouldn't be very different in other scanner.
To activate the options, choose "
professional mode", select
600 DPI in
resolution, now
down with the scroll and choose "
descreening" and choose the
best quality.
Activate the
color restoration option.
Now activate
dust removal option and select
high in level.
That is all.
