Yeah I thought about the 50 pound paper but the thing about that paper is you don't get as much and its much more costly and I already spent way too much money doing this little "project".  The 32 pound paper works pretty good I haven't encountered any bleeding issues yet so thats good.  Xacto Knife the one I have is $6 lol (its just a regular plain Xacto but it does work just not very great). It will cut it its just time consuming and you really got to be careful since it can slip and cut you open (like more poor thumb).  The wire snip thing sounds like a better idea.  I think tomorrow I am gonna take this into my local hardware store around the corner and ask them about it (they are pretty knowledgeable and helpful).  My dad does have a Dremel tool but he just said it will tear the hell out of the case. 

I don't think he has ever cut a Game or DVD case up with one so I don't think he really knows but I know he has used them for many other things (he did wood working for years in his garage) but it sounds like you guys know what your talking about with the Dremel. I am also not out for perfection for these I mean as long as I am close and it looks good I don't care.  I am not out for a 100% perfect job just a good enough job to where it looks pretty presentable.  Right now they are coming out real well, the Xacto cuts the printouts fine with a straight edge.  I guess my only real issue is modifying about 30 or more cases for NES games.  I have quite a few NES games so this is pretty much a must have thing.  I might just give the Dremel a whirl but I am gonna checkout the hardware store first to see if maybe they have a better solution and if there is a better solution I will be on here telling you people about it.
