Get a box.net or mediafire account, upload it onto there, and post a link on the forums. That's the best way for us to get immediate access to your work and either use or critique it as necessary. If you want to provide smaller scale preview images for us to look at, you can use photobucket, just don't use that site for your actual covers, because it always turns the quality to shit.
If you try to upload a cover directly on the site, the cover admins will go over the cover with a fine tooth comb and either accept or (more likely) reject the cover. Either way, they won't tell you if they did or didn't because they're backed up on covers and have no way of contacting you either way. If you want feedback and/or for people to use your cover immediately, use the forum.
