Really aren't that many options unless you want to spend a lot of time and/or money.
You can have it electroplated like the original NES Zelda carts, but have fun finding a place to do one or two for ya.
You could make molds and cast your own parts in whatever colors you want, but that'll cost ya some money and a LOT of time.
Vacuum deposition is the process by which they "painted" the OoT carts and all of the GBA SP systems. But like plating, good luck finding a place to do it in virtually zero volume.
Crappy eBay shells or paint are your best (and only realistic) options

so, what's primer coat for?
done a few psx housings (and password card housings to match them) with that method, only because the bill was already footed.
normally, i tell them to stop being lazy, and magic up shit off their own volition, use their initiatives.
acrylic spray paints are the usual, can get ordinary liquid version so it can be painted by brush.

the big downside, is there's no flex in the paint when dried, only good for super rigid surfaces. ;D

The primer is literally what is says it is; it primes the surface in preparation for paint so that it properly bonds. The tricks with plastic is to use the appropriate primer/adhesion promoter. I recommend bulldog adhesion promoter. Comes in a can, so you don't need an HVLP gun setup in order to use it, just REALLY good ventilation.
The rest of your post confuses me. What exactly did you use for the PS stuff?

i meant the workshop paint.
did use this on the housings before taking them to the shop... and was left for the day, paint and gun was already prepared.

job was all black console and cards.
user had black ps2 pads for them.
