I need a new printer, mine is draining me dry on ink. its a cannon inkjet and has 2 cartridges, one for black and 1 for c/m/y.

Who has a nice printer they can recommend that the ink is not an arm or leg, or you can use aftermarket refills? (My cannon has some chip on cartridges that after a certain time/uses it tells it empty even if its not, and cant refill it because cant reset chip)

Personally, I use am HP printer and have signed up for their 'Instant Ink' program, which costs 3.99 a month for 50 prints.  It doesn't matter how much ink each print uses, and they automatically mail more ink to you when you're low.  It's not 5 star quality prints, but they look pretty damn good with the right paper (Red River).  I think a bunch of people here like the quality of Kodak printers.

Color? That's a fantastic deal if so. Local place by me does I think 55 or 60 cents for color on legal sized paper. Which certainly isn't horrible, but it adds up if you're doing a lot. I bought my own in printer in anticipation of doing my 300+ NES covers in one go. Higher upfront cost, but in the end I'll be saving.

I use a Cannon, but form my experience, any currentbrand ink jet printer should give good results as long as you are using good quality ink and paper.  The ink and especially the paper are much more important than the printer itself.  It's sort of like using power tools.  A cheap power drill with a super high quality drill bit will out perform an expensive name brand power drill with cheap throw away drill bits.
Maybe, just once, someone will call me "sir" without adding, "you're making a scene."

Yeah, don't get shitty China refills. In fact, don't get aftermarket refills at all. Stick with the OEM inks.

i have to bring up that the "no china refills or 3rd party refills stick to OEM " isnt always true as like i said i have a CISS system in my printer and the prints...are beautiful the colors arent off but.. then again i dont just buy the cheapest chinese refill i can find i buy some decent priced stuff that is a decent ink as for paper i buy the cheap glossy picture paper from walmart but not all 3rd party inks are bad.. as i have a printer that prints gorgeously with 3rd party ink
