Clean, soft cloth

Edit: to elaborate, something designed to clean sunglasses will work well, but no matter what kind of cloth you use, the disc has to be 100% clean. If there is any dust or debris, the disc can be scratched when you wipe it.

Blu-ray Discs are pretty difficult to scratch, it is most likely somebody touched it with food on their fingers and it got stuck on there. As was mentioned before, use a soft cloth with some water and it will probably come right off.

Just fingers. Water and soap leaves with the scum.
But I agree with the lense cleaning cloth.
