I think at some point the PSTV was going to be 100% compatible with Vita games, it was called the Vita TV initially, but then someone at a design meeting said " HANG ON A MINUTE! If we make this fully compatible with the Vita, then why would anyone buy a Vita? " (a few seconds of silence) " HE'S RIGHT! SHIT! "
So they did something to kill compatibility, removed a small chip, or (hopefully) messed up the BIOS, then promoted it's PS4 connectivity and other things, and "oh, it also plays Vita games" was tacked onto the end...
I hope sony can patch in 100% compatibility...

Actually, it's even worse then that. My understanding was that the Vita was originally designed with a video out port (like the 2000 and 3000 PSP models), so that you could just run a video cable from the Vita to your TV and use the Vita as the controller. However, at the last minute they removed that feature so that they could sell the PS TV, because who would buy a PS TV if they could just run a video cable from the Vita?
Also, I thought that Vita TV was just the name of the Japanese version of the PS TV, but I'll have to check on that.

All handheld systems should have the ability to connect to the TV.
