How years after when the a new game system was released did the companies start releasing the budget line like Greatest Hits.

Varies, I think with the PS2, it was 2-3.

I was sort of expecting a few of the PS4 games to be Greatest Hits releases by now like Infamous Second son or Tomb Raider?

I always thought it was after they sold a certain number of copies.  I'm sure time plays into it, but once they hit a milestone like 1 million copies or something.

So this is going to vary by system, but looking at the Greatest Hits Wiki, each Playstation console has its own criteria before the game is re-released.

For PS3 the game had to be out 10 months and sell 500,000 copies.  But they weren't introduced until 2 years into the console's life span.  SO while PS4 greatest hits will probably be on the way soon, most of the games do not meet these criteria - but truth be told, they have raised the criteria significantly with every new system.  PS1 -> PS2 -> PS3.  SO the PS4 may have even higher standards.  Who knows.  But I can't see Tomb Raider going Greatest Hits just because I cannot believe the PS4 version has moved that many units.

Now normally I would never cite wikipedia for anything, but this is one area I believe geeks on the internet are an expert authority.   :D

I was surprised that ni no kuni got a greatest hit release because I though most jrpg had low sale numbers.

I think sales are world wide, or at least US, Europe and Japan - JRPG releases are major MAJOR events in Japan.
Also, this particular game has the cutscenes done by Studio Ghibli.  AKA the company of Hayao Miyazaki.  AKA the company that makes some of the world's most popular animated films (Ponyo, Castle in the Zky, etc) so i am sure that helped sell the game

Was it mistake then for me called the greatest hits line budget re release game for ps3? It seem like  most game have more price drop faster then last generation of system like the ps2, GameCube  and etc.

I think that this is the worst generation for consoles in terms of longevity of games- Sony and Microsoft need to work HARD to sell their consoles, and lowering game prices is a good way to move units.  Sure, the systems sell fine, but new games come out so frequently now that the average gamer isn't going to drop $66 (with tax) a couple times a month.  So after a game is out for a bit and the numbers can't compete with the next big AAA title, they drop it $20 for a "sale" that just happens to be every other week - I'm looking at you, Advanced Warefare.  Some titles go even cheaper.  I remember Sunset Overdrive was $35 at Best Buy back in October, only a month after it came out.  And even when released, Killzone never stayed at $60, it was $49.99 within 2 months of console launch and has been a $30 title ever since.  Knack is $20.  Why?  Cause nobody wants them anymore.

I'd pay $60 for new games if they came out in a working state and didn't require multiple patches and updates just to be playable. The other thing that really chaps my ass about the new gen systems is the complete lack of backwards compatibility. I'm not just talking about being able to play 360 and original Xbox games. I'd like to access the digital content I purchased on the 360. The inability to do this is one of the reasons I stopped buying digital content altogether. There's no long term ownership.

I can keep my 360 to play 360 and original xbox to play og xbox, and I do, but having one less system stuffed into the tv would simplify things. First world problem.

I think if developers are going to release a game they should have it done when they release it. It's like making a steak and serving it before it's cooked. Leaves a bad taste in my mouth. Small bugs that weren't noticed by the team that need an update to fix are fine, but the game being completely broken? Come on guys.

Yup. The only company that seems to be good at fixing glitches is Nintendo. Smash's few glitches were fixed nearly as fast as they were found.
To be this good it takes AGES!
