I have a Hewlett Packard PSC1200 all-in-one printer/scanner... etc. I scanned the Grand Theft Auto IV cover and need to know your thoughts. Do I need a better scanner or is this scanner good enough?

Your scanner works perfectly fine. It's normal from not getting smoother scans from half-toned prints. It is why you would need a photo editor software, strongly recommend Photoshop, to de-speckle the image further.
Otherwise, nope, you don't have to get a new scanner.

I dunno.  I can't see any image.  But in my experience, all in one units are crap compared to real scanners.  I have a HP psc 2175 all in one unit and everyone kept telling me how crappy the scans were.  Are you running vista or xp though?  Because in vista I could never find a descreen mode and I had no twain driver.

I'm using a Canon LIDE 90 and the scans are great.

It's good to hear that my scanner is still acceptable. I never learned how to use Photoshop, but I will see if I could learn...

That's better then my all in one unit.  I think I just threw away the exact same model you had though.  I had no adapter for it.
