Super Random but are the PCB boards on the inside of the Japanese Megadrive and the North American Genesis the same size?

Basically i want to know if i can switch the cart shell on these. I don't have any Megadrive games to test this.

Yes.  A friend of mine gave me his old Genesis games and one of them was a JP Batman game in a US Altered Beast shell.
Attempting a complete NTSC-U NES set.  Sell me your games!

Yeah, Genesis/Mega Drive PCB's to my knowledge are virtually all the same no matter the region. Region locking was all done through the roms.
