I am new here, and I would love to make a faux game collection of some of my older games. On DS and GBA cartridges, there is the sticker that shows the name of the game and pictures and whatnot. Is it possible to have those psoted here as well? Is there anywhere/anyway I can download those as well?

Some are, but most aren't. I haven't seen any for GBA or DS, but they could be made.

The title of this topic threw me for a bit of a loop - isn't having covers for physical cartridges the entire point of TCP?

Do you mean the label?
http://www.thecoverproject.net/view.php?cover_id=10872
exactly, the cartridge label. Where can I find those?
You can find them in a few places. There are a few in the actual custom covers sections. N64 carts seem to be the easiest to locate, but, sometimes, you can find a few NES or SNES labels laying in the midst. There are also a few in topics on the forum. It's easiest just to search both for the label you're looking for, in both the uploads and the forums. If neither appears to have it, you can make a request in The Request Forum. Make your own topic, and post what you need. Half the time, someone's already done it, and will gladly post it or point you in the right direction.

I can tell you that there are no DS labels available on the form, but there are few labels available for NES, SNES, Gameboy and Gameboy advance games.

Here's the topic for SNES labels.
