I dug up this "old" thread from Snackbar-Games
http://www.snackbar-games.com/forums/viewtopic.php?t=10686

Here nullchecker created a template with a wihite back for GBA games. He has posted some pirctures how the finished covers look like and I think it's a nice contrast to the DS games when they are next to each other on the shelve. But more importantly than that it's a template for the European DS cases which have a wider spine. So if you're from Europe and don't know a thing about Photoshop or Gimp to modify the covers you can't use the covers from this page properly, it just doesn't look as nifty as it could.

So, Snowcone, he offered you the template, did you get it? If not, I could send it to you once you're finished with the lion's share of this site's work and once you have relaxed a little :)  He gave it to me but I can't do jack with it since I'm just a graphics noob. Maybe once the people from the other boards or even people new to this project gather at this site, there could be other people from Europe who'd need this aswell. Maybe this way covers for the European cases start to show up. But in these early stages of this site this is just meant as a suggestion.

I do have it, but why don't you resend it to me. I am going to add a section for templates for all of these covers we do work on.

Thanks much. Now that we are over here, there is a good way to note that something is for a European case. I'd very much like to go back through many of the GBA games and widen the spine to fit the EU cases. I bet I could build a Photoshop action to do this and have it do all the GBA inserts. That would be a godsend for people over yonder.

I just need to know how wide the EU spine is in pixels at 300dpi and compare that to the US version and then we'll be good to go.

Isn't template I send you in 300dpi? At least nullchecker told me it was. Can't you gather the info you need from the template since it's the European measuerements? If it is any help to you I can tell you that the spine is exactly 4mm wider while the height is the same as the existing covers.

Yeah, I can figure it out with the template you sent me. I've got about 40 more covers to migrate over and about 30 that have been uploaded to get online and then we should be able to move forward with this.

You can get them from the Nintendo Europe homepage. On the German page they're listed under "Consumer Service" and then in the Nintendo DS section as spareparts for 4,50€ for a pack of three.
I don't know if they are available in Holland. As far as I heard from other people right now Germany and Italy are the only European countries that sell them. I tried to check Nintendo Holland but I don't speak enough dutch to find my way on the page :)

On the Nintendo Holland page they do sell spare parts, but only a charger, a stylus and a wristband.
Strange that they would sell them in Germany and Italy while all other European countries get left out..

I'll try to send Nintendo Holland an email to ask why they don't sell them here..
