Does anyone know where i can buy this preferably under $25-$30 (shipped)?
Am I being too frugal? I am just hoping to stay somewhere near the $15 digital price here in the states.

cheapest i seen on evilbay was about $34 shipped. it cost in shops in the UK new £14.99 and used £12.99

On amazon UK you are looking at about £11.66 for inFAMOUS First Light but, then you are paying around at around £5 to ship it overseas.

Don't think I could get it to you any cheaper than these guys on Amazon.com
