OK, I have just perused about 500 google images, and looked at every eBay auction for Pokemon yellow currently available...I was bored.
  NONE have anything close to that.  I also looked and couldn't find any information about Nintendo re-releasing it.  Some copies have a -1 next to USA on the side label, but that is the only difference.  I have also looked at other Pokemon labels for other games to compare.  Even as they progress, they never have just black text depicting the version, they never have part of the title cut off and (as said before) they never had that fuzzy "drawn" feel to them.  The game may be legit, or it may not be.  But the label is fake.  And if you bought that, new, sealed, then someone went through ALOT to replace a label and reseal the box before returning it to Electronics Boutique, Walmart, Toys R Us or where ever in 1999.

What do you mean "doesn't have the surfing minigame"? Like, there's no beach house? You can't teach pikachu surf normally, you have to do something with Pokemon Stadium first.

This is not the exact same one that you have but the label is pretty close to this pirate. The art used for Pikachu is almost identical except in oriented differently on the cart image. It also appears to have same font for "yellow version."

I'm In canada. but its all NTSC so that dosen't matter, like i said i have played the game through many times its all there. i opened up the cart and the battery is in a weird place as well. so i have no idea what to think it seems like it might be fake but its from '98 '99 its the full game, screw in the right place and all, nintendo gameboy  all that, it saves

Quite possible you ave a legit game with a fake label.  Or a repro, although if you did get it in 2000 (when the game came out, late 99 early 2000) then you have a VERY early repro.  And one that seems well done, as many can't be completed due to faulty tech.  But if you're battery is in the wrong place, THAT is the nail in the coffin.  Nintendo and Pokemon use the same layout for all games with batteries.    If it's a different position, it isn't authentic.

Thanks for all the advice man, its a good fake then cuz its the full game....well shit now i gotta track down the real one ha ha ... just started collecting, unfortunately I dont have much left from when i was a kid...lucky i still have red  lol thanks guys

Hey! Thanks for looking, only managed 2 so far ( Heart Gold and Platinum) ... At least they say it's a bootleg haha
