Yeah we seem to have PAL Horizontal so sure I can do PAL Vertical with another image and logos.
Maybe not today buut I try do it this week.

Also do you have Street Fighter 2 Turbo for SNES in black vertical lying around? Tried searching but couldn't find it for the life of me. Found regular STreet fighter 2 but not turbo

No gots Giggs, but there is possibility that some higher skilled one can replicate that front, rest is easy.

Custom Ryan giggs should be easy enough.  Plenty of photos around of him during that period, no joy finding that exact one though.
