Photoshop Express - no download - ***poor*** quality

But the real question is does it open .psd? (doubt it) Hell, I doubt it can open and save in 300dpi.
Okay, I tested it out, and can say that it sucks. But if you want to do minor editing of photos I guess it's OK. Still nothing near good enough for editing covers. (not like I thought it would be)

For what it could be, it's weak. I'll take paint.net or gimp over it anyday.
