I have a rom of Mother 3 for the GameBoy Advance, and I want it on an actual cartridge. Does anyone know how I would go about doing that? If so, where I could find the supplies to do so? Thanks in advance.

If you look hard enough you can find that mother 3 is actually out there in English already. (I know because I have a copy)

The thing is, those are kinda pricey.. I was wondering if there was a way to make my own copy without having to spend hopefully as much money as I would otherwise.

Flash cart if you want cheap.  If you want to do it yourself properly, you're going to need to invest in a lot more equipment than just buying one of the 'pricey' repros already available.

The answer is "no". It'll cost you a lot more to build a reproduction cart (which is what you're talking about doing). You'll need equipment, parts, and the ability to use them.

Okay, thanks for the heads up. I'll keep this in mind for future reproduction cartridges I plan on obtaining in the future.

Speaking of the flash carts for GBA, I've been wanting one pretty bad but cant find any at a decent price. Is it legal for someone to direct me to where I can get one at a decent price that's trustworthy? I've seen the EZ-Flash is decent...

I think you can pick one up for 20 bucks on some sites I've seen.
