A "raw" is generally an untouched-up scan of the source material. For example, in this case, you can see light reflecting off of the bends in the cover. When people make covers out of the source material, they put it in Photoshop or some other image manipulating program to remove those sorts of imperfections, adjust the color levels if needed, remove moire, etc. Once it's been cleaned up and adjusted to the point where it's all but indistinguishable to the original source material, that's what we consider to be "finished".
Unfortunately, since there's a ton of games that we don't have good raws of, we don't have good covers for every game out there yet. But we're working on them all slowly but surely.
