I like the idea of an inlay link, but the stance here seems to be that if it isn't a retail cover that meets a high standard, then it belongs in the forums. Some of the retail covers that have been approved don't meet the high standard because the standard changed at some point, but there's no way to tell which is which.

Don't understand, there are retails and customs covers, if there is custom covers why not have inlay, it's the same as custom covers.

There is a classification on the site for inlays. The recent Ocarina of Time 3DS uploads feature a "Custom Inlay".

Wallpapers don't count. 99% of all inlays i've seen on the forums aren't inlays ... they are wallpapers stretched out to fit the size of a cover. If someone makes an inlay that has some extra thought put into it and is not a simple cut and past wallpaper then it does stand a chance to be uploaded.
