The Turbo Duo/PC Engine Duo is what NEC called the single console unit that has the CD, Hucard port and Super System Cards 3.0 built into it. However, The PC Engine/Turbo with the CD attachment and Super System Card 3.0 is virtually the same hardware as the Duo.  The Super System Card 3.0 increases the ram. There's another card that came after the Super System Card called the Arcade Card. It increased the ram further more. Mostly SNK games use it such as World Heroes. Also, there is a port of Strider that uses it.

I agree, after much research, the way to go is a US Turbografx-16 AND PC Engine Duo R combo.  This will allow you to play US HuCards on the US system and Japanese HuCards / CDs and US CDs on the Duo R. 

As for imports, if its not an RPG or they are not text heavy, almost all Japanese versions of games are cheaper then the US versions.  I highly recommend 
Akumajo Dracula X Chi no Rondo.  This is NOT the same as the SNES Dracula X, it is much better.

Depends where you get it. I bought one from Consolegoods a couple years ago for around $80. They still sell them too! Funny, I just checked and I guess he uploaded a quote from one of my emails as a Customer Comment lol.

Anyway, I guess it wont really help you play CD games, but if you want something to play import Hu-Cards on your TG16, the converters here work great and don't cost the $150 that some people sell them for. You can find them here under the PC Engine section:
