Exporting to InDesign/PDF

I want to save Ink by going to my local Officeworks and printing my covers there. I created an A4 InDesign Document, put the cover at the correct size, exported it and went to print it off and it came in too small. Should I have a created a InDesign document at the cover printing size?

Not quite sure what you did based on your explanation.

I'd make a new ID file with XXX pages (based on how many covers you wanna print), set the page size set to the exact size of the cover JPGs that you're using, then simply "place" each file that you want to print in to the pages that you created and then package it for print.
