Nah, if you go for cart only wait for cheaper, get JAP copy, get Mega Man X collection or go for Really Energetic Person's Rowdy Obedience.

I actually brought this up before about games I needed to have, but didn't care if they were jap or american carts and megaman fits the bill because you can play it and not need to read anything.

too bad the same can't be said for final fantasy, but having the jap versions isn't so bad i like their carts and boxes better they will look nice on a shelf!

I typically see most of those go for about $20 to $25 a piece.  So it isn't the deal of the century, but he isn't over charging either.  He did say OBO, so you can offer him less.  If you can get him below $100, I'd say go for it.
