the best legal sized photo paper for UGC covers?

I don't see this mentioned often, but if you have a printer that is capable of doing good borderless printing on full sheet (in this case, letter sized 8.5x11) photo paper, then I'd do that.

It's what I've been doing lately. I printed a few before on legal paper, and I always found that after cutting the UGC prints, they were always slightly larger than they need to be. Letter sized paper worked out better for me, and there's a ton of different paper options at that size.

Paper really makes a huge difference.  The printer is a component, sure, but it's far from the sole  determining factor in terms of print quality.

I have recently switch from modded A3 to A4 glossy paper for UGC. I found legal sized/modded A3 were too big and gave me crease's or wrinkling on the back of the cover. Arseen told me to try A4, gave it a go, was very happy with the results. I went with glossy paper because that's all I had lying around and I wanted to keep the paper I used consistent, so bought some more to re-print the rest of my games.

For GB, GBC, GBA, and DS, I'll keep using legal sized/modded A3 paper.

EDIT: I still need to buy some paper for those as well to re-print... It's all expense man, its all expense!
