not modern tv's. refresh rates these days are way over what they were back in the day.

Even so the old EU snes games are built on that and that could be the problem they would have to add an entirely new slot just to accommodate EU games, for instance you can easily mod an US snes to play famicom but you can't do so for EU snes Games

That's because of region lock out, not tv signals.  Eu megadrive plays most genesis and Jpn md carts no problem.

No you would not need a new slot for PAL SNES games. They use the same amount of pins to read the cart. Thats ALL YOU NEED the same for an emulation machine. Yes PAL and NTSC machines are far different in their requirements to run the games (back in the early 90s) but this is essentially a PC running roms.  Instead of using "roms" it uses your actual carts

Ok then I see no Reason why they did not do so in the first place if thats the only problem
