Really? Then what's the difference between EPROM and a well, a ROM?

Yes, but retail carts will use ROMs. Read only memory. Ie: not erasable. Think of it (loosely) like the difference detween a cdr and a cdrw. One you write once and that's it, the other you can change the contents of.
