Yeah, first-party published 3DS games come with a pamphlet|(usually) to both serve as a complement to the digital manual and to fufill the needs of those who need a physical manual. Nintendo knows how to do next-gen better than everyone else, ironically.
That said, Wii-U manuals are more substantial while still retaining digital versions of the manuals. Even the physical Wii-U manuals come in three languages, and are often about 3-4 pages per language, which comes out to a 10+ page manual.
