I'm actually in the process of making some custom ones. The real manuals on eBay or where ever are usually not in great quality and if they are they are more expensive than the games sometimes. Just started so it's nothing fancy but I figured if I made some custom ones myself I can shrink them a bit so they fit in the UGC case. Here are a few examples of the covers, haven't done the inside yet.

They are North American indeed.

Quality varies from crap (only few of them) to Excelent (most of them).

I'll make list in few days, and post it here.

What would it cost me to acquire the IoG one, Arseen?

The reason I'm interested in a manual database is mainly for the maps/secrets that are originally in the manuals that are of great help when you play the game, and since some of the manuals are quite hard to get a hold of, it would just be really useful. I understand the abuse-concern though. Sigh.

Arseen, if you have a stash of Genesis manuals, let me know.  I posted in a few places (here, SegaAge, DigitPress, etc) seeing if anyone was interested in helping me build a full Genesis set (or at least close to it) to scan in, though, received no response at all.  I'd even be up to covering shipping costs both ways if someone had a huge pile of Genesis manuals and wanted them back after scanning.
