In a padded envelope? Technically you CANNOT get letter rates for a parcel, and a padded envelope cannot qualify as a letter. Either you got lucky, or the employees at your post office are especially stupid and careless. |

Well I've sent 10 pages through the mail, equivalent thickness to a nes game board in an envelope with pieces of cardboard on either side. |
