You use SNES with RGB scart right?
As RGB sends colors in directly it bypasses the PAL/NTSC/SECAM color coding problem.
See if you get color image or even image if you plug in SNES using non RGB scart (red/white/yellow RCA cable with scart adapter).
As for RF tuning remember you must choose to tune analog not digital channels.
Well im using a cheap AV cable with a scart adapter with my snes and I believe they are not wired up for RGB (I think only the Nintendo branded ones are) and it works. However i'm not sure, I will look into tuning my LCD tv tomorrow when i dig the manual out for it.
If it's scart adapter (it has red/white/yellow RCA) it's not RGB.

So if you get color with that cable your TV can do NTSC too, as it's old TV it should do it thru RF too.
Sounds like problem with NES or the power adapter.
Make sure that power adapter has correct voltage and + and - are correct way.
Hopefully your other TV solves the problem.
