There is one thing you could try, it depends on your DLP Projector thou. I'd honestly trust the VGA scalier over this option, but you could get a LM1881 chip, and get a vertical sync that way. The composite sync would become the horizontal sync signal and it may or may not work.

Oops, spoke too soon, I did some more digging in the manual and looks like it will accept a composite sync over the vertical sync pin - but it says "Apple Only." I have no idea what that means (did Apple have a proprietary sync in its earlier monitor outputs?) but that's enough for me to give it a try. I just ordered a Super Famicom Scart cable, a female Scart socket, and I have a couple VGA cables that I don't mind chopping up, so we'll see where that goes...
If that doesn't work I'll go on to your idea of using an LM1881 chip and trying the composite sync for the horizontal pin. My projector always seems to pull off video magic tricks even with unsupported formats so I feel like one of these two solutions should work out. Fingers crossed...
