Can you download a Wii-ware title, put it on an SD card, and launch it from a different Wii (that hasn't downloaded it before)?  What ties it to your Wii?

No, it can only be run from the Wii it was downloaded from, otherwise games would only be purchased once and copied left and right. The purchase is directly tied to the console (as opposed to Microsoft or Sony, where digital downloads are attached to an account), which is a real disadvantage, but until Nintendo makes an account system that means something (like making your Club Nintendo account the equivalent to an Xbox Live or PSN account), that just how things are gonna be. It's one of the areas Nintendo needed to improve, imho.

This is what I was pretty sure of.  Another reason I only have 2 virtual console games.  That said, I don't really like digital games at all (I don't think I've bought any from XBLA or PSN), but I would feel more comfortable knowing that I can move my account from system to system.  And if my system dies, my games aren't lost. 

That said, what is the real draw here?  You are trying to make a virtual game into a physical copy but you still don't have the benefits of a tangible disc/cartridge.
