I wouldn't do this personally.

More like 10 lifetimes. Seriously, think about the scope of something like this. It's absolutely MASSIVE. Plus, we're talking hundred of thousands of dollars (if not seven figures) to do such a thing. Absolutely impossible. Even if everyone on this board was committed to the project, it still would be an absolutely incredible feat.

I don't know, I've seen people scrape up entire libraries in a year or two.
Of course doing something like this would pretty much entail that ALL of your money be put towards buying games and pretty much ALL of your time being put towards ebay crawling/garage sailing.
I simply don't think it's impossible. Completely absurd and unlikely, sure.
EDIT: I'm assuming that we're only counting US, licensed, retail console releases, loose, and no variants or anything. I think something like that isn't necessarily impossible.

anyone ever see this guys collection? he doesnt have every console game ever, but hes definitely on the right track, plus all of his games are boxed and complete. I guess it helps to be the owner of a retro store.

one major platform that i didnt see was the super nintendo, I wonder where he keeps those, im sure he must have some.

I think you should just buy and keep games that are interesting to you, and appeal to your personal preferences and such.
If you REALLY want to collect every game of a certain console, pick just one and stick to it. There's already someone who owns every PS2 game(There was even a topic on here not too long ago), and I think the AVGN has all of the NES games sans Stadium Events. Maybe SNES or Wii?
Maybe try to collect every nintendo published Wii game, if only for the tri-language manuals which add so much value.

Wow. Best of luck to you guy. I have a full collection of jaguar and not all of it is cib. That alone was a grip. So i can only imagine what a full cib ps1 collection will be like.
